The contrast between the private sector and the public work market is black and white. Unlike the negotiated bid process which allows companies to "sell" a client and build a relationship, the "rip and read" bidding process requires the utmost attention to detail since there are no "exceptions" to a bid. It requires contractors to work hand-in-hand with other prime contractors who have been selected solely on the basis of low bid. While many contractors will shy away from public work, here at D&M we have been performing public work as both a prime and subcontractor for over 20 years.
